Air Products, an industrial gases company based in Lehigh Valley, Pa., plans to invest approximately $500 million to build, own and operate a 35 metric ton per day facility in Massena, New York, that will produce green liquid hydrogen at a greenfield site.

The investment also will cover liquid hydrogen distribution and dispensing operations.

A New York-led multistate agreement to develop a proposal to become a regional clean hydrogen hub designated through the federal Clean Hydrogen Hubs Program is expected to cause the demand for green hydrogen used in mobility and industrial applications to grow significantly in the northeast. The state’s adoption of a new Advanced Clean Trucks rule and its Climate Leadership and Community Protection Act targets also will play a role.

Low-carbon intensity liquid hydrogen from the facility will be sold to the mobility market in New York and potentially northeast industrial markets.

“We are very pleased to announce this proposed project as this shows our commitment to work closely with New York State to support its energy transition program by making real investments and creating highly paid jobs with our Massena green hydrogen project,” Seifi Ghasemi, Air Products chairman, president and CEO, said. Air Products is based in Allentown.

The facility is expected to begin commercial operations in 2026 or 2027.
