The PA Chamber Foundation, a nonprofit organization that works with the Pennsylvania Chamber of Business and Industry, the largest broad-based business advocacy association in Pennsylvania, to accelerate the priorities of the business community and supports research and education programs, recently launched the Keystone Initiative.

The Keystone Initiative is a document outlining a long-range strategic vision to strengthen the state’s economic competitiveness and will serve as the basis for PA Chamber advocacy and initiatives.

It includes approximately 100 recommendations in eight categories with seven key priority areas: increasing the pace of corporate net income tax rate reductions and adjustments to the net operating loss carryforward cap, promoting tax reforms that reduce the tax burden on small businesses, addressing tort reform and judicial reform, setting aggressive goals for increasing government responsiveness, developing a statewide energy plan focusing on innovation and infrastructure development, supporting policies and initiatives to upskill and reskill adult workers, and supporting solutions to the childcare crisis.

Policy recommendations address economic challenges and opportunities, and are intended to be examples of public policy and strategies Pennsylvania can pursue to encourage growth.

The report is based on data and expertise from external sources as well as business leaders’ knowledge and experience.
