New hires at Tobyhanna Army Depot to support development, maintenance of WIN-T communications system

U.S. Rep. Matt Cartwright (D-PA) recently announced that Tobyhanna Army Depot’s planned hiring of new personnel would support a $150 million increase in spending during federal fiscal year 2019 on the development and maintenance of Army communications systems.

Tobyhanna Army Depot plans to hire more than 100 engineers, IT specialists, electronics technicians and related trades personnel for work on the Army’s Warfighter Information Network – Tactical (WIN-T). The WIN-T initiative aims to enable the transmission of voice, video, and data to and from Army vehicles in motion while protecting the communications from being detected on the electromagnetic spectrum or jammed. The overall system incorporates both satellite links and line-of-sight communications.

“Tobyhanna is stepping up and doing what it does best,” Cartwright, a member of the House Committee on Appropriations and the Committee on Oversight and Government Reform, said. “Helping warfighters do their job, saving taxpayers’ money, and putting our country in a more competitive and secure position.”

The FY 2019 WIN-T efforts are part of an ongoing shift from the Army to rely less on private companies for maintenance and upgrades and more on its own experts to give the Army more control over its maintenance operations and budget.

“I’ve strived to use my position in Congress and on the Appropriations Committee to invest in Tobyhanna,” Cartwright said. “Tobyhanna has always been a good investment in our economy and our military’s readiness. The additional WIN-T work is another great example.”
