Federal Home Loan Bank of Pittsburgh appoints new council members

The Federal Home Loan Bank of Pittsburgh (FHLBank) recently added four new members to its Affordable Housing Advisory Council for the 2025 and 2026 calendar years.

The 15-member council advises the FHLBank board of directors and management on community investment and product considerations. It is comprised of economic development professionals from FHLBank’s member financial institutions.

The new members are Phyllis Chamberlain, Varsovia Fernandez, Dina Schlossberg and Nathan Testman.

Chamberlain has more than 25 years of experience in advocacy, community engagement and
communications and has focused on policies that create affordable housing and end homelessness. She is Housing Alliance of Pennsylvania executive director. The alliance is a statewide organization working to ensure that Pennsylvanians, especially those with low incomes, have access to affordable, safe and decent housing.

Fernandez is a C-suite executive, consultant and coach with more than 25 years of experience working in financial services, technology management and nonprofit organizations.

Schlossberg is Regional Housing Legal Service executive director. She oversees development and implementation of the organization’s strategic plan.

Testman is West Virginia Housing Development Fund interim executive director.

FHLBank Pittsburgh’s member institutions include credit unions, commercial and savings banks, community development financial institutions, and insurance companies in Pennsylvania, West Virginia and Delaware.
