Legislation recently advanced by the state Senate Community, Economic and Recreational Development Committee would establish and support public-private partnerships between universities and private engineering entities focusing on infrastructure.
The Max Manufacturing Initiative Act would create the Max Manufacturing Endeavor Loan Fund and the Max Manufacturing Initiative Fund, providing eligible applicants engaged in or facilitating advanced manufacturing with grants and loans.
The bill also will allow state universities to more easily partner with engineering entities to enhance research capabilities, produce products, promote business alliances, and create jobs.
“The Max Manufacturing Initiative Act has the potential to establish our commonwealth and its university and business partnerships as international leaders in the development, testing, and implementation of cutting-edge advances in science and technology,” said state Sen. Devlin Robinson (R- Allegheny County), who sponsored the bill.

In the United States, the manufacturing industry produces more than $4 trillion annually.
The bill moves to the full Senate for consideration.
The bill was originally introduced in 2021 but did not receive consideration in the House of Representatives.
