PennDOT accepting applications for Public-Private Partnerships projects

The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) recently opened the unsolicited proposal period for transportation projects from the private sector.

The agency will accept proposals for PennDOT-owned projects, infrastructure, and services during the application period. The private sector can submit proposals offering innovative ways to deliver transportation projects and more efficient models to manage existing transportation-related services and programs.

The deadline to submit a proposal is April 30. Instructions can be found on the state’s P3 website.

Applications for non-PennDOT-owned assets also can be submitted. Transportation entities outside the governor’s jurisdiction either accept proposals year-round or establish their own timelines.

Pennsylvania’s P3 law allows PennDOT and other transportation authorities and commissions to partner with private companies to deliver, maintain, and finance transportation-related projects.

The Public-Private Transportation Partnership Board examines and approves potential public-private transportation projects. If the seven-member board determines a state operation would be more cost-effectively administered by a private company, it will authorize the company to submit a proposal and enter into a contract to either completely or partially take over that operation for a defined period of time.

PennDOT holds unsolicited proposal periods annually in April and October.
