Metcalfe to reintroduce bill seeking to amend Regulatory Review Act

State Rep. Daryl D. Metcalfe (R-Butler County) recently sent a memorandum to members of the House of Representatives seeking support for a bill that would strengthen the Regulatory Review Act.

Metcalfe plans to reintroduce the bill introduced last session as House Bill 430. Metcalfe, Majority Leader Kerry A. Benninghoff (R-Centre and Mifflin counties), and Reps. Cris Dush (R-Cameron) and Matthew M. Gabler (R-Clearfield and Elk counties) introduced the bill.

The legislation would create greater checks and balances in the state’s regulatory process by giving the General Assembly the authority to repeal any regulation currently in effect by concurrent resolution. The House, the Senate, and the governor would need to approve the resolution.

Under the current law, the General Assembly has the authority to block the implementation of a regulation before it takes effect.

“Costly, intrusive and pointless regulations, sometimes decades old, are an often-cited impediment to economic growth and place unnecessary burdens on Pennsylvania’s citizens and taxpayers, farmers, local governments and small businesses,” Metcalfe said.

Metcalfe asked for cosponsors for the bill.

In Pennsylvania, the Independent Regulatory Review Commission provides access to public information on regulations and the regulatory process through searchable materials such as public and legislative comments.
