New law helps people with disabilities find job opportunities

Gov. Tom Wolf signed House Bill 1641 Tuesday, which turned a March 2016 executive order into law, opening up employment opportunities for individuals with disabilities.

The Employment First Act requires local governments and other entities receiving public funds for education, training, employment, and related services to consider competitive integrated employment as the preferred outcome. It also provides support for individuals with a disability who are eligible to work under state law.

“My executive order two years ago focused Pennsylvania on being a model state that is hospitable to workers with disabilities, and I’m proud to sign this bill adding the weight of law,” Wolf said. “This is a win-win for Pennsylvania. Our employers need smart and skilled workers and increasing employment opportunities ensures people with disabilities can achieve greater independence and inclusion in our communities.”

The act establishes the Governor’s Cabinet for People with Disabilities and the Employment First Oversight Commission that will review existing regulations and policies. The commission will then make recommendations for changes to ensure implementation of the act.

The commission will establish annual goals and objectives.

The Departments of Education, Human Services, and Labor and Industry issued recommendations for the bill. It was sponsored by Rep. Bryan Cutler (R- Lancaster).
